New York Assemblywoman Jenifer Rajkumar has expressed support for a temporary moratorium on new data centers, stating that New York must balance “innovation with accountability.”
“I proudly support A10141A, legislation establishing a temporary moratorium on new large scale data center permits while New York conducts a comprehensive assessment of their environmental, energy, and economic impacts,” Rajkumar said in a statement.
She noted that artificial intelligence and emerging technologies present significant opportunities for “innovation and economic growth.” However, as these industries expand rapidly, she said government has a responsibility to ensure that growth occurs in a manner that protects communities, the environment, and working families.
“Data centers consume enormous amounts of electricity and water, place significant demands on infrastructure, and can contribute to higher utility costs for residents and small businesses,” she added. “Before approving a wave of new facilities, New York must fully understand the cumulative impact on our electric grid, our climate goals, environmental justice communities, and household energy bills.”
Rajkumar said A10141A takes a “responsible and measured approach,” emphasizing that the legislation does not permanently prohibit development. Instead, she said, it provides the state with the time needed to “conduct rigorous environmental review, establish clear standards, and ensure that the costs of private development” are not shifted onto everyday New Yorkers.
“As lawmakers, our duty is to balance innovation with accountability. We can embrace technological advancement while also protecting ratepayers, safeguarding natural resources, and ensuring that disadvantaged communities do not bear disproportionate burdens,” the Assemblywoman added.
Rajkumar emphasized that New York should lead the nation in both “technological progress and responsible governance,” adding that A10141A would help achieve that balance.
