Rep. Raja Krishnamoorthi Backs HIRE Act as ITServe Alliance Rallies Lawmaker Support on Capitol Hill

Indian American Congressman Raja Krishnamoorthi (D-Illinois) voiced strong support for the High-Skilled Immigration Reform for Employment (HIRE) Act while addressing nearly 200 members of ITServe Alliance who gathered on June 11, 2025, for the organization’s 5th annual Capitol Hill Day in Washington D.C.

“I’m proud to be the original sponsor of the HIRE ACT, which is foundational,” said Rep. Krishnamoorthi. “It just updates the law. It doesn’t do anything revolutionary, but it does something necessary for our country, which is to make sure that we modernize our system in accordance with our needs, and plowing money into the STEM fields so that more indigenous talent rises… so that our children and others end up taking these jobs eventually, because we need to make sure that at the same time that we attract the best and the brightest from around the world to come here, that we also grow talent here.”

As part of the day-long advocacy initiative, ITServe members met U.S. Representatives, Senators, and their staff members, including influential committee chairs and members from both parties. The alliance engaged directly with lawmakers to raise awareness on key policy issues, including skilled immigration, STEM education, and increasing the H-1B visa cap.

Among the lawmakers who met with ITServe leaders were Rep. Jim Jordan (R-OH), who expressed openness to the concerns shared, and Rep. Tim Moore (R-NC), a member of the House Committees on Financial Services and the Budget, who posted on social media: “ITServe Alliance visited to discuss education and building a skilled workforce in North Carolina.”

Other key members of Congress who met with ITServe included Sen. Eric Schmitt (R-MO), Sen. Mark Kelly (D-AZ), Rep. LaMonica McIver (D-NJ), and Rep. Robert Paul (R-PA).

A statement from ITServe emphasized the importance of the HIRE Act, previously introduced by Rep. Krishnamoorthi and now being considered for reintroduction in the current Congress. The bill aims to bridge the skills gap by aligning workforce needs with the skills of job seekers, thus boosting U.S. competitiveness.

“The dedication of ITServe members, especially those 200 members who came from across the nation and participated in our 5th annual Capitol Hill Day, and engaging in 145 meetings in a single day, is truly impressive,” said Anju Vallabhaneni, ITServe National President 2025.  “The impact of these efforts on lawmakers is invaluable, and it’s inspiring to see such motivated teams working toward meaningful changes to the legal immigration system in the United States.”

President-Elect of ITServe, Siva Moopanar, noted the role of member companies in fostering innovation: “They facilitate knowledge transfer and skills development by engaging in research and development activities, particularly in STEM fields, which contributes to scientific advancements and technological progress.”

“The U.S. needs to maintain its leadership in technology and innovation,” added Director of ITServe’s Policy Advocacy Committee (PAC) & Immigration, Sateesh Nagilla.

Managing Director of ITServe’s Connect Policy Advocacy Committee (CPAC), Sudheer Chakka, urged lawmakers to support the HIRE Act: “Through our annual Capitol Hill Day, ITServe has advocated and urged the lawmakers to bring back this program. We at ITServe are grateful that the U.S. lawmakers, who have listened to our concerns and needs, have expressed their openness to support the HIRE Act, benefitting tens of thousands of skilled workers in the nation.”

“Capitol Hill Day serves as a perfect platform to communicate our collective voice with key policymakers on important issues to our members,” said Amar Varada, a member of ITServe’s Governing Board.

Past President and current Governing Board member, Vinay Mahajan, echoed the sentiment: “Everyone was very appreciative of the impact ITServe is creating on lawmakers and how it will make a difference in the long run.”

Monte Ward, a key organizer of the event, added, “ITServe Alliance’s Capitol Hill Day has effectively served as a powerful platform in advocating with policymakers on the issues that are important to our members and the business community, ensuring that our needs and views are reflected in policy debates and outcomes on Capitol Hill.”

A key highlight of ITServe’s advocacy is the enhancement of H-1B visa caps. Currently, the annual limit is 65,000, with an additional 20,000 reserved for applicants with advanced degrees from U.S. universities. ITServe has been pushing to raise the cap to 130,000 to better meet labor market demands and support the nation’s technology sector.
