Artificial intelligence is already reshaping the American economy. Software writes software. Customer service is handled by algorithms. Legal research that once required teams of associates can now be completed in seconds.
The debate about AI often focuses on what it might eventually become – whether it will surpass human intelligence, unlock scientific breakthroughs, or reshape geopolitics. But the more immediate question is simpler: Is Congress prepared to regulate a technology that is already transforming the workforce and the economy?
Artificial intelligence is not a distant possibility. It is already embedded in financial markets, healthcare systems, supply chains, and consumer products. Companies across industries are reorganizing operations around AI tools that promise dramatic productivity gains.
Innovation of this kind has always been a hallmark of the American economy. But history also teaches an important lesson: when transformative technologies emerge, responsible governance must follow. Policymakers exist to protect consumers, maintain fair markets, and safeguard economic stability.
Right now, Congress is not well equipped to do that for artificial intelligence.
The challenge is not a lack of interest from lawmakers. Congressional committees have held numerous hearings on AI, and leaders in both parties recognize the technology’s importance. The problem is not political. It is structural.
Members of Congress are generalists by design. They oversee issues ranging from healthcare and agriculture to defense and financial regulation. That breadth is essential for representative government.
Artificial intelligence, however, is deeply technical. Frontier AI systems are designed and deployed by highly specialized engineers, data scientists, and cybersecurity professionals. The individuals building these systems often earn compensation packages well into the hundreds of thousands of dollars in the private sector. Congress, by contrast, operates with far more limited technical staffing resources.
This gap matters because effective regulation requires understanding the technology being regulated. If the United States wants effective AI regulation, lawmakers must understand the systems they are overseeing. That requires engineers and cybersecurity experts advising policymakers directly.
AI-driven automation is already reshaping white-collar industries. Tasks once performed by analysts, paralegals, customer service representatives, and even software engineers are increasingly handled by intelligent systems. Technological progress has always transformed labor markets, but the speed of AI adoption could compress decades of workforce change into a much shorter period.
Without thoughtful policy responses, rapid displacement could leave workers and communities struggling to adapt.
Artificial intelligence also raises serious consumer protection concerns. AI systems rely on enormous quantities of sensitive data and increasingly operate within interconnected digital ecosystems. As adoption accelerates, so do potential vulnerabilities.
Poorly governed AI systems can expose personal financial or health information, introduce bias into hiring or credit decisions, or create new cybersecurity risks. Model vulnerabilities and supply-chain weaknesses are not theoretical problems. They are engineering realities.
The risks extend beyond individual consumers. Artificial intelligence is now deeply embedded in financial markets, assisting with trading, fraud detection, credit underwriting, and risk modeling. When automated decision systems become part of financial infrastructure, oversight becomes essential. Even small design flaws or correlated algorithmic behavior could have cascading effects during periods of market stress.
Infrastructure and national security concerns are growing as well. AI systems are increasingly integrated into energy grids, logistics networks, transportation systems, and defense applications. Ensuring that these systems are secure, reliable, and accountable is a fundamental responsibility of government.
Artificial intelligence is not just another technology sector. It is becoming the operating system of the modern economy.
Yet the institutions responsible for regulating it were not designed with this kind of technology in mind.
Part of the challenge is fragmentation. Artificial intelligence touches nearly every major congressional committee: Armed Services, Commerce, Judiciary, Financial Services, Homeland Security, and others. Each oversees a piece of the puzzle, but no single body has a comprehensive mandate to examine AI’s full economic and societal impact.
At the same time, the expertise gap remains significant. The engineers and cybersecurity professionals building advanced AI systems command salaries far beyond what Congress can typically offer. As a result, policymakers tasked with regulating AI must often rely on occasional hearings or outside testimony to understand technologies evolving at extraordinary speed.
If the United States wants thoughtful and effective AI regulation, lawmakers need direct access to technical expertise.
Congress should begin by investing in a dedicated cadre of engineers, cybersecurity specialists, and AI researchers who can advise policymakers and regulatory agencies. Competitive compensation – potentially in the range of $200,000 to $250,000 for senior technical advisors -would allow Congress to attract professionals capable of evaluating the real-world risks posed by emerging AI systems.
In the context of the federal budget, such an investment would be modest. But it could dramatically strengthen the government’s ability to craft informed policy.
Congress should also consider establishing a joint committee or task force focused specifically on artificial intelligence. A centralized body could coordinate oversight across committees, identify regulatory gaps, and ensure lawmakers are examining AI’s impact on workers, consumers, financial markets, and national security in a comprehensive way.
Another valuable step would be creating a specialized analytical office, similar to the Congressional Budget Office or Government Accountability Office, dedicated to studying AI systems and their economic impact. Independent technical analysis could help lawmakers evaluate issues like algorithmic bias, model reliability, market concentration in AI infrastructure, and the potential labor-market effects of large-scale automation.
None of these steps would slow innovation. In fact, history shows that clear regulatory frameworks often strengthen emerging industries. Aviation flourished under the oversight of the Federal Aviation Administration. Financial markets matured under the Securities and Exchange Commission. Biotechnology advanced within a regulatory structure shaped by the Food and Drug Administration.
Clear rules create durable innovation.
Artificial intelligence will shape the global economy for decades to come. The United States should continue leading the world in developing this technology. But leadership in innovation must be matched by leadership in governance.
The question is not whether AI will transform the economy. It already is.
The question is whether our institutions will adapt quickly enough to protect workers, consumers, and markets as that transformation accelerates.
