Shanghai Gets New Indian Consulate Chancery as Bilateral Exchanges Grow

The Consulate General of India in Shanghai inaugurated its new state-of-the-art Chancery at the Dawning Centre in Changning District on December 7, 2025, marking the first relocation of its office premises in more than 32 years. Full operations will begin at the new location on December 8.

Ambassador of India to the People’s Republic of China, Pradeep Kumar Rawat, attended the ceremony as Guest of Honour and formally opened the new facility.

Nearly 400 guests were present, including members of the diplomatic corps, officials from the Shanghai Municipal Government, and representatives of the Indian diaspora from Shanghai, Hangzhou, Ningbo, Suzhou, Nanjing, Yiwu, Keqiao, and other cities under the Consulate’s jurisdiction, according to the Consulate.

Speaking at the event, Consul General Pratik Mathur expressed gratitude to the Ministry of External Affairs and local Shanghai authorities for their support. He reaffirmed the Consulate’s commitment to “ensuring seamless services” for Indian nationals and Chinese partners.

The Consulate highlighted that the new Chancery occupies the entire sixth floor of the Grade-A Dawning Centre, spanning 1,436.63 square meters. The space is more than double the size of its former office at the Shanghai International Trade Centre. The expanded premises allow for the consolidation of consular, commercial, cultural, and administrative functions on a single modern and secure floor, which is expected to enhance operational efficiency and improve public service delivery.

CG Mathur underscored the importance of strengthening India’s oldest consular presence in mainland China and noted the strategic value of the Dawning Centre’s location in the Hongqiao–Gubei foreign business corridor. The area is home to several diplomatic missions and major multinational companies. “Its proximity to the Hongqiao transportation hub and the Gubei international community further supports the Consulate’s expanding engagement across East China,” he said.

He also reflected on India’s broader commitment to inclusive and people-centric governance, noting that the relocation aligns with Prime Minister Narendra Modi’s vision of Sabka Saath, Sabka Vikas. The upgraded facility, he added, embodies this approach by enabling better service delivery to the Indian community and all stakeholders engaging with the Consulate.

The inauguration comes amid renewed momentum in India–China exchanges. CG Mathur noted that initiatives such as the recently launched direct flights between India and Shanghai will bolster trade, travel, and business ties, making the expanded capacity of the new Chancery particularly timely.
