Pargat Singh Takes Punjab Congress Helm Ahead of Assembly Elections

Olympian and Congress legislator Pargat Singh took charge as president of the Punjab Pradesh Congress Committee (PPCC) on October 11 at a well-attended ceremony held amid rain, assuming responsibility for leading the party into Assembly elections expected early next year.

His appointment brings renewed attention to Mithapur, his native village on the outskirts of Jalandhar Cantonment. The village has a long hockey tradition and lies near Sansarpur, another community known for producing Olympians and international players.

Pargat, who captained India at two Olympic Games, is among Mithapur’s prominent sporting figures. Another is Manpreet Singh, whose participation in India’s recent hockey gold at the Aichi-Nagoya Asian Games marked his third Asian Games gold medal.

Pargat also has an extensive network of supporters, friends and relatives within the Indian diaspora. His daughter and son-in-law live in Brampton, Canada.

His latest assignment shifts the focus from Mithapur’s sporting achievements to Punjab politics, where Congress faces the task of addressing internal divisions and preparing for the next state election.

Having led the Indian hockey team through a difficult period in the late 1980s and early 1990s, Pargat now takes charge of a party affected by persistent factional disputes. Congress and the Shiromani Akali Dal have been major forces in Punjab politics for decades, with the Aam Aadmi Party forming the current government.

Pargat grew up in a rural family with little involvement in politics. Through his marriage to Barinder Kaur, however, he became connected to the family of Akali leader Darbara Singh, who later served as governor of Rajasthan.

Before entering electoral politics, Pargat worked with Indian Railways and the Punjab Police. He subsequently became Punjab’s director of sports during the Congress government led by Capt. Amarinder Singh.

After the Shiromani Akali Dal came to power, Pargat joined the party and contested the Jalandhar Cantonment Assembly seat. His sporting profile and work as director of sports helped establish his public standing. During his tenure in the sports department, he worked with senior hockey figures, including Sukhvir Singh Grewal, to strengthen the sport in Punjab.

As a legislator, Pargat opposed his party’s position on the proposed location of a garbage dump in his constituency. The disagreement contributed to his departure from the Akali Dal and his subsequent move to Congress.

After winning his first Assembly term as an Akali Dal candidate, he retained Jalandhar Cantonment in the next two elections as a Congress candidate.

During his first term as a Congress legislator, Pargat developed a close political association with former Test cricketer Navjot Singh Sidhu. Both were involved in the internal challenge to Amarinder Singh’s leadership that preceded his departure as chief minister before the end of his second term.

In the subsequent Congress government led by Charanjit Singh Channi, Pargat served as minister for sports and education. His tenure was brief, with the government facing continued internal divisions as the Assembly election approached.

Following his reelection as a Congress legislator, Pargat moved to the opposition benches, where he frequently challenged Chief Minister Bhagwant Mann during Assembly proceedings. He also developed closer ties with senior Congress leaders Rahul Gandhi and Priyanka Gandhi.

Changes in the state Congress leadership have failed to resolve the party’s internal disagreements. Pargat’s appointment places responsibility for addressing those divisions and organizing the election campaign with the former India hockey captain.

He has accepted the assignment with a stated commitment to harbor no “ill will” toward colleagues over their previous factional affiliations.

Rain accompanied his assumption of office, providing a symbolic backdrop to the ceremony. His immediate political task, however, is to bring the party’s competing groups together and prepare Punjab Congress for the coming electoral contest.
